Strengthening Inclusive Participation in Horizon Europe Partnerships through Thematic Action Programmes

This policy brief explores practical solutions to improve collaboration and participation across Europe within Horizon Europe Partnerships. Drawing on experiences from the SD-WISHEES project and discussions with European policymakers, funding agencies, and research organisations, it highlights the barriers faced by widening countries and presents actionable recommendations to create more inclusive, accessible, and equitable research and innovation ecosystems. The brief also showcases the role of Thematic Action Programmes (TAPs) as an effective mechanism for strengthening cross-border cooperation, capacity building, and long-term engagement in European partnerships.
